Trash & Recycling Service Update for Penn Township Residents
New Collection System Begins January 1, 2026
Why the Change?
Due to circumstances beyond Penn Township’s control, the current Pay-Per-Bag system will end December 31, 2025. Trash collection companies have informed us they will no longer offer bag-based pickup due to industry-wide automation trends. After many public meetings and a formal bidding process, with numerous companies submitting bids, Anthracite Waste Services has been selected to serve as the Township’s refuse and recycling hauler from January 1, 2026, to December 31, 2030.
What is Changing?
All trash and recycling will now be collected using roll-away toters: You will receive – 1 toter for Trash, and 1 toter for Recycling Single-stream recycling makes it easier than ever — place cardboard, newspaper, paper bags, mail together with empty plastic bottles, containers and jugs, numbered 1, 2 & 5 with a capacity of five gallons or less only, as well as clear, brown and green glass, aluminum, and steel cans in your recycling toter. Metal and Bulk pick up will still be available and handled through Anthracite.

To continue supporting waste reduction, residents can choose from three toter sizes based on trash output:

Many households will see cost savings with the new system — and there will be no need to purchase Penn Township trash bags after December 31, 2025! Your quarterly bill will be determined by the size of the trash toter you select. The more you recycle, the smaller the trash toter you may need — and you can choose any size recycling toter at no additional cost. Please note: Participation in the new program is mandatory.

Toter sizes will be available on display as of July 1, 2025, at the Municipal Office and Recycling Center.
